My first step is to collect articles about cybercafés, any articles at all! If the word cybercafé is in the article, I will grab it, no question asked!
Than, without thinking, it will be included in the article category called " Around The World CyberCafé News " . Let's call that category a " dump " one!
Are you having a cup of coffee in the morning? Why not start your day reading news about cybercafés around the world! Just click on that category. All the articles, no matter in what ways they are related to cybercafés , will be there. The second step, guess what?! I have to read them . Once done, that very same article will be cross referenced to any categories it belongs, to the best of my experience and knowledge!
Here is a concrete example:
New Software To Control CyberCafés Just Out From India!
category: Around The World CyberCafé News

category: India CyberCafes News
The bottom line is this: one article = many categories.
Why? Simple!
Let say you are a software lover, you want to know every kind of new script that help to manage a cybercafés. You are not really interested by the cybercafés news in general, not interested by what is going on in India, but you just want to know about new cybercafé software! So what do you do? You just click on the category " Cybercafé Software " because that category and only that one, is the right category for you!
Bottom bottom line: don't be surprised if you see the very same article spread over different categories!
