The court said he had fabricated information about a false terrorist threat, and disrupted public security and city life.
Zhang Zongliang, 23, an employee of a local real estate agency, is a compulsive net surfer and always visits net cafes after work, court officials said.
On the night of February 22 this year, Zhang went to a net cafe in Yangpu District and applied for an email box online.
He sent an email from that email address to the Mayor Mailbox of the Shanghai government Website, demanding 30 million yuan within 36 hours.
Otherwise, he said in his mail, he would set off 10 suicide body bombs and two car bombs in the city.
"He told the government leaders to deposit the money in China Construction Bank and send the account number and code to him through email," Gu Jianguo, a court official said.
On receiving the letter, police were dispatched to check for the bombs. But after 36 hours, officials determined it was a false alarm. Zhang never placed any bombs around the city.
But his action disrupted normal government and police work and affected public security. After sending out the email, Zhang still regularly visited net cafes.
He was finally caught in the same net cafe on April 5. Police have increased surveillance.
